The Security Cabinet of the Government of Mexico reports relevant actions from April 25th, 26th, and 27th, 2025

In coordinated actions by the Security Cabinet, arrests, searches, and seizures of firearms and various types of drugs were carried out in Baja California, Baja California Sur, Chiapas, Chihuahua, Mexico City, Durango, State of Mexico, Guanajuato, Guerrero Hidalgo, Jalisco, Michoacán, Nayarit, Nuevo León, Oaxaca, Puebla, Quintana Roo, San Luis Potosí, Sinaloa, Sonora, Tabasco, Tamaulipas Veracruz, and Zacatecas

  • In Baja California, elements of the Mexican Army and the National Guard (GN) responded to a report, securing 66 liters of liquid methamphetamine. The estimated value of the seized drugs is 18.8 million pesos.
  • In Chiapas, elements of the Mexican Army, GN, Attorney General’s Office (FGR), and State Police secured nine long firearms, one homemade firearm and destroyed 1,869 square meters of marijuana. The economic impact of organized crime is 811,379 pesos.
  • In Sinaloa, elements of the Mexican Army secured 4,200 liters and 3,550 kilograms of chemical substances. The economic impact on criminal organizations is 167 million pesos.
  • In Tamaulipas, elements of the Mexican Army and State Police secured 200 kilograms of marijuana, nine magazines, 274 cartridges, tactical equipment, two cell phones, two communication radios, and two vehicles, one of which had a report of theft. The estimated value of the seized drugs is 707,813 pesos.

The Security Cabinet reports the relevant events of April 25th, 26th, and 27th, 2025, as part of the National Security Strategy, which includes four lines of action: Addressing the root causes, Consolidating the National Guard, strengthening intelligence and investigation, and coordinating with federal entities.

BAJA CALIFORNIA

- In Tijuana, elements of the Mexican Army, National Guard (GN), and State Attorney General’s Office arrested one person, from whom various doses of drugs and 27 electronic cigarettes were seized.

- In Tijuana, elements of the Mexican Army and GN secured 66 liters of liquid methamphetamine. The estimated value of the seized drugs is 18.8 million pesos.

- In Tijuana, elements of the Mexican Army, the Attorney General’s Office (FGR), and the Secretariat of Security and Citizen Protection (SSPC) searched a property, arrested one person, and seized three short firearms, 466 cartridges, and 20 exotic animals.

BAJA CALIFORNIA SUR

- In Los Cabos, elements of the Mexican Army, GN, Navy (Marina), State Police, and State Attorney General’s Office arrested four people, seizing seven long firearms, five magazines, one metallic belt, various cartridges, two vehicles, and one property.

- In La Paz, in the Pueblo Nuevo neighborhood, elements of the Secretariat of the Navy (Semar) and the State Secretariat of Public Security (SSPE) searched two properties, resulting in the arrest of seven people and the seizure of one long firearm, doses of cocaine, marijuana, and methamphetamine, cartridges, two magazines, seven cell phones, and four vehicles.

- In Loreto, elements of the Mexican Army and GN, during the inspection of a bus heading to Mulegé, seized 100 cartridges, 10 tactical vests, 20 ballistic plates, 24 tactical garments, 12 belts, and 10 green balaclavas for commercial use.

CHIAPAS

- In Santiago El Pinar, elements of the Mexican Army, GN, FGR, and State Police searched a property, secured nine long firearms, one homemade firearm, and destroyed 1,869 square meters of marijuana. The economic impact of organized crime is 811,379 pesos.

MEXICO CITY

- In the Venustiano Carranza borough, at the Mexico City International Airport (AICM), elements of Semar, in coordination with Customs personnel, during an inspection with X-ray equipment in Terminal 1, arrested a foreign national and seized 3.2 kilograms of methamphetamine destined for Paris, France.

STATE OF MEXICO

- In Temixco and Mazatepec, elements of Semar and the Attorney General’s Office of the State of Mexico (FGJEDOMEX) arrested three people, seizing various doses of methamphetamine, one short firearm, useful cartridges, and two vehicles.

GUANAJUATO

- In Apaseo el Alto, elements of the Mexican Army, GN, and the State Public Security Force arrested three people, from whom weapons, drugs, three tactical vests, one vehicle, and a high-pressure hose for fuel extraction were seized.

- In León and Valle de Santiago, elements of the GN, Mexican Army, and State Police seized various doses of drugs, one motorcycle, and one vehicle.

- In Acámbaro and Yuriria, elements of the Mexican Army and GN arrested two people, seizing 39 doses of methamphetamine, 18 doses of marijuana, and two vehicles.

GUERRERO

- In General Heliodoro Castillo, elements of the Mexican Army and GN located five abandoned vehicles and two motorcycles, securing one long firearm, 32 magazines, 1,406 cartridges, tire spikes, eight tactical vests, 17 ballistic plates, and 12 ballistic helmets.

- In Acapulco, elements of the GN, Mexican Army, State Attorney’s Office, and State Police arrested two people and seized two short firearms, magazines, 48 cartridges, and various doses of drugs.

- Also in Acapulco, in the Vacacional neighborhood, elements of Semar, Mexican Army, GN, Municipal Police, and the State Attorney General’s Office arrested a person who had an arrest warrant for the crime of aggravated extortion.

- In Zirándaro, elements of the Mexican Army secured two long firearms, magazines, 198 cartridges, and two vehicles, one with pixelated camouflage and homemade armor.

JALISCO

In Teocaltiche, elements of the State Attorney’s Office and State Police secured a warehouse, firearms, and auto parts through a search warrant at a ranch.

-In Teocaltiche, elements of the GN, Mexican Army, and FGR searched a property and secured four long firearms, magazines, cartridges, and various doses of drugs. The estimated value of the seized drugs is 889,911 pesos.

- In Santa Catarina, elements of the Mexican Army, GN, and State Police arrested eight people, seizing various doses of drugs.

NUEVO LEÓN AND TAMAULIPAS

- In Dr. Coss and Camargo, elements of the Mexican Army, State Police, and PEMEX Physical Security secured three long firearms, 11 magazines, and 4,723 cartridges.

OAXACA

- In Miahuatlán de Porfirio Díaz, elements of Semar and the State Attorney’s Office arrested a subject who generated violence in the municipality of Matías Romero and had an arrest warrant for the crime of aggravated homicide.

PUEBLA

- In Acatzingo, elements of the Municipal Police arrested three people accused of robbery.

- In San Martín Texmelucan, elements of Semar and State Police arrested three people, seizing approximately 71 doses of cocaine, two kilograms of marijuana, 196 doses of methamphetamine, one long firearm, one short firearm, 23 cartridges, two magazines, four cell phones, and one vehicle.

QUINTANA ROO

- In Benito Juárez, elements of Semar and SSPC arrested a person who had an arrest warrant issued in June 2024 in the district of Florida, United States, for the crime of arms trafficking.

- In Benito Juárez, elements of Semar, SSPC, SSC QROO, and the State Attorney’s Office arrested three men, members of a criminal cell dedicated to arms trafficking, seizing one short firearm, one long firearm, three magazines, 69 useful cartridges, and two vehicles.

- In Tulum, elements of Semar, the Mexican Army, GN, and the State Attorney’s Office, executing search warrants, obtained the following results:

- In the Centro neighborhood, they secured 27 doses of methamphetamine, one short firearm, 43 cartridges, and one vehicle.

- In a bar in the Huracanes neighborhood, they arrested five people, seizing one package of marijuana, 18 doses of methamphetamine, two long firearms, one short firearm, and 10 cartridges.

- In the hotel zone, they secured one package of marijuana, 27 doses of methamphetamine, two-gram scales, and one cell phone.

- In Tulum, elements of the GN, Mexican Army, Semar, Attorney General’s Office, and State Police searched a property and arrested five people. They seized two long firearms, one short firearm, magazines, cartridges, and various doses of drugs.

SAN LUIS POTOSÍ

- In Ciudad Valles, elements of the Mexican Army, State, and Municipal Police arrested three people in a vehicle with a report of theft. They freed a person deprived of their liberty, securing two short firearms, two magazines, and 30 cartridges.

- In Villa de Arriaga, Soledad de Graciano Sánchez, Charcas, and San Luis Potosí, elements of the Mexican Army, GN, State Civil Guard, and Municipal Police arrested nine people, seizing 20 doses of marijuana, two doses of methamphetamine, 10 doses of cocaine, two motorcycles, and 21 tire spikes.

SINALOA

- In Culiacán, in El Corazón town, elements of the GN, while conducting surveillance patrols, arrested a man and secured one long firearm, one magazine, 14 cartridges, and one vehicle.

- In Elota, through intelligence work, elements of the Mexican Army secured four long firearms, magazines, cartridges, one grenade launcher attachment, six ballistic plates, and tactical equipment.

- In Mazatlán and Choix, elements of the Mexican Army and FGR searched three properties, securing 294 cartridges, various doses of drugs, 50 improvised explosive devices, and two vehicles.

- In Choix, elements of the Mexican Army, in the towns of Bacayopa and La Laguna de los Bojórquez, located two areas of concentration of diverse materials to produce methamphetamine, securing 4,200 liters and 3,550 kilograms of chemical substances. The economic impact on criminal organizations is 167 million pesos.

- In Badiraguato, elements of the Mexican Army arrested one person, from whom one long firearm, magazines, 854 cartridges, and tactical equipment were seized.

- In El Fuerte, in the La Constancia town, elements of the GN arrested a person from whom a Barret rifle, a machine gun, a short firearm, a grenade launcher attachment, 36 magazines, 12 grenades, 126 cartridges, seven metallic cartridge belts, two tactical vests, two ballistic helmets, tactical clothing, a motorcycle, and a vehicle with a report of theft were seized.

- Also, in El Fuerte, in the San Lázaro town, elements of the Mexican Army arrested four people, seizing seven long firearms, 30 magazines, one metallic cartridge belt, 224 cartridges, four tactical vests, two ballistic helmets, various doses of drugs, and one vehicle.

- In Badiraguato, two men were arrested, and two short firearms, magazines, cartridges, and one vehicle were seized.

- In Culiacán, elements of Semar and the Secretariat of Public Security (SSP) secured 450 marijuana plants, one long firearm, and a loaded magazine inside two abandoned vehicles.

- In Rosario, elements of Semar, during “Operation Sable,” arrested four people and seized various doses of methamphetamine and cocaine, 1.5 kilograms of marijuana, two long firearms, one short firearm, 542 cartridges of different calibers, 15 magazines, two ballistic vests, four pairs of ballistic plates, 97 tire spikes, 29,150 pesos, and two vehicles.

- In Escuinapa, in Ojo de Agua de Palmillas town, elements of Semar located and secured 2.6 kilograms of marijuana, three long firearms, 108 useful cartridges, 22 magazines, 90 tire spikes, one set of webbing, two cartridge belts, one holster, and one ballistic helmet inside two abandoned vehicles.

- In Culiacán, elements of the Mexican Army located two areas of concentration of diverse materials and secured 2,830 liters of chemical substances. The economic impact on criminal organizations is 61 million pesos.

SONORA

- In Caborca, elements of the Mexican Army and the State Attorney’s Office arrested two people, from whom three long firearms, 17 magazines, 510 cartridges, various doses of drugs, tactical equipment, and two vehicles were seized.

- In a second event in the same municipality, they searched a property and secured one long firearm, two short firearms, 3.2 kilograms of methamphetamine, 540 doses of marijuana, and one ballistic vest.

- In Caborca and General Plutarco Elías Calles, in the Sonora neighborhood, in two separate events, elements of the GN and Mexican Army arrested four people. They secured three long firearms, 17 magazines, 286 cartridges, tactical equipment, various doses of drugs, and one vehicle.

TABASCO

- In Comalcalco, elements of the Mexican Army, GN, State and Municipal Police arrested four people, seizing three long firearms, one short firearm, two ballistic plates, various doses of drugs, tactical equipment, and three motorcycles.

- In Macuspana, elements of the GN, Mexican Army, State Police, and personnel from the Penitentiary Administration and Human Rights System, during an inspection of the Macuspana Social Reintegration Center, seized various doses of drugs, two cell phones, cell phone chargers, three fan rotors, metal spoons, nail clippers, and pliers.

- In Paraíso, through intelligence work, elements of the GN, Mexican Army, Semar, Attorney General’s Office, and State Police arrested three people, one of them a foreign national. They secured one short firearm, cartridges, one silencer for a long firearm, various doses of drugs, three kilograms of marijuana, tactical equipment, and tire spikes.

- In Paraíso, in the Cupilco town, elements of Semar, Mexican Army, GN, SSPC, and Municipal Police arrested three people, one of them a foreign national. They seized 128 doses of cocaine, six packages of marijuana weighing approximately half a kilogram each, 121 doses of methamphetamine, nine doses of LSD, one short firearm, nine cartridges, one magazine, one knife, one ballistic vest, 31 tire spikes, and supplies.

TAMAULIPAS

- In Ciudad Mier, elements of the Mexican Army located a vehicle with a report of theft and secured one long firearm, 66 magazines, 792 cartridges, and various doses of marijuana.

- In Gustavo Díaz Ordaz, elements of the Mexican Army and State Police secured 200 kilograms of marijuana, nine magazines, 274 cartridges, tactical equipment, two cell phones, two communication radios, and two vehicles, one of which had a report of theft. The estimated value of the seized drugs is 707,813 pesos.

VERACRUZ

- In Las Choapas, elements of the GN, Mexican Army, Semar, State Attorney’s Office, and State and Municipal Police searched a property. They secured three long firearms, 13 magazines, 99 cartridges, three cell phones, and one vehicle.

ZACATECAS

- In Genero Codina, elements of the Mexican Army freed a person deprived of their liberty and secured one short firearm, 111 cartridges, three improvised explosive devices, as well as three vehicles.

IN OPERATIONS AGAINST DRUG PRODUCTION AND TRAFFICKING

- In Chihuahua, Durango, Sinaloa, Oaxaca, Michoacán, and Guerrero, elements of the Mexican Army, while conducting ground reconnaissance, located and destroyed a total of 178 plantations on 15.5 hectares and 63 marijuana plantations on five hectares.

- In the states of Chihuahua, Durango, Sinaloa, Oaxaca, and Guerrero, personnel from the Mexican Army and Air Force, while conducting ground and air reconnaissance, located and destroyed 134 poppy plantations on 12.7 hectares and 44 marijuana plantations on 3.2 hectares.

- Furthermore, in the states of Chihuahua, Sinaloa, Durango, Michoacán, Oaxaca, and Guerrero, personnel from the Mexican Army and Air Force, while conducting ground and air reconnaissance, located and destroyed 164 poppy plantations on 19 hectares and 45 marijuana plantations on three hectares.

- In Nayarit, El Nayar, and San Rafael towns, Semar personnel located and eradicated 10 poppy plantations, which covered an area of 62,100 square meters and contained approximately 1,583,000 poppy plants.

- Also, in El Nayar, in the San Rafael town, Semar personnel located and eradicated 10 poppy plantations, covering an area of 126,300 square meters and approximately 3,615,000 poppy plants.

- In Santa María Zoquitlán, Oaxaca, elements of the GN, Mexican Army, and FGR secured a clandestine drug laboratory and seized 8,400 liters and 1,725 kilograms of chemical substances. The economic impact on criminal organizations is 3,895 million pesos.

Strategy to combat hydrocarbon theft

Within the framework of the Strategy to Combat Hydrocarbon Theft in the Country, elements of the Mexican Army located six illegal taps in two states, five in Hidalgo and one in Querétaro.

- In the states of Puebla, Jalisco, Guanajuato, and Hidalgo, elements of the GN and Mexican Army, in coordination with PEMEX Physical Security, obtained the following results:

- Arrested one person, located and disabled seven illegal taps, secured two collection centers, two tractor-trailers with tanks, one vehicle, 18 containers, 110 meters of high-pressure hose, and recovered 97,050 liters of gasoline.

- In Degollado, Jalisco, elements of the Mexican Army and PEMEX Physical Security, while conducting inspections along the “Salamanca-Guadalajara” pipeline near Tarimoro, located and disabled four hermetically sealed illegal taps. They also secured a collection center, six containers, 80 meters of high-pressure hose, and recovered 16,100 liters of hydrocarbon (gasoline).

- In Santa Rita Tlahuapan, Puebla, elements of the Mexican Army, while conducting inspections near Santiago Coltzingo, secured a vehicle and six containers and recovered 14,000 liters of liquefied petroleum gas (LPG).

- In Atotonilco de Tula, Hidalgo, elements of the National Guard (GN) and the Mexican Army, in coordination with the State Attorney General’s Office and PEMEX Physical Security, executed a technical investigation order at a property located along the Conejos–Atotonilco highway, near the town of Conejos. They secured four tanker trailers, a property, and various doses of methamphetamine and marijuana, recovering 161,000 liters of hydrocarbon (gasoline).

- In Villagrán, Guanajuato, near the town of San Isidro, elements of the GN, in coordination with PEMEX Physical Security, conducted inspections along the “Tula-Salamanca” pipeline. They located and disabled a hermetically sealed illegal tap, secured a tractor-trailer, and recovered 27,000 liters of hydrocarbons.

In Villas de Tezontepec, Hidalgo, GN elements detained a person traveling in a vehicle and seized 28,350 liters of hydrocarbons.

IRREGULAR CAMERAS

From April 20 to 26, during interagency operations in various states, personnel from the Mexican Navy (Semar) located and removed 288 irregularly installed surveillance cameras of different brands and sizes from public spaces.
